The confusion starts with the headline. The Dunn family will seek extradition of the American driver "if the criminal case fails?" How's that again? An extradition is necessary to prosecute a criminal case; if the criminal case fails to materialize, then what would be the point of an extradition request?
Things get even more vague as the story go on.
"Dunn family supporters will call for her extradition if plans for a criminal trial by video link in the UK have not been agreed by the third anniversary of Harry’s death on August 27 2019."

“If there is still no agreement by the third anniversary, everyone is primed to resubmit the extradition request,” said a political source. “This cannot go on indefinitely. We cannot do the inquest until the conclusion of the criminal case.”There are no real sources in the story, just insinuations. Let's see: we have "a political source" saying that "everyone" wants to submit a new extradition request. Only the UK Home Office can do that, but no one in this story speaks for them. Anyway, they already requested extradition and were refused, so how likely is it that they will step on that same rake again?
"It is understood," the article says, that the Crown Prosecution Service has done such-and-such. But then, no one is quoting the CPS saying anything at all.
"A government source" is said to refer to the CPS' last public statement on the case, which followed its embarrassing back-down from a court appearance that it had scheduled and then had to vacate, but that's as close as it gets.
The only one this article quotes by name is the activist lawyer Mark Stephens, who has no apparent connection of any kind to the case, but nevertheless purports to tell us the inside story of what the U.S. and UK authorities are negotiating. Who told him? Maybe it came to him in a dream, since I don't think the authorities in either the U.S. or the UK are on secrets-spilling terms with him.
The third anniversary of the fatal road traffic accident is no doubt going to be a difficult time for the Dunn family. By talking up more false hopes, their advisors and well-wishers are again showing their instinct for making things worse.

In an ideal world it would be Francis Urquhart ("FU"), the diabolical chief whip of House of Cards (the 1990s British trilogy which kind of foreshadows the current day). Unfortunately, he is merely a functionary who'll "put a bit of stick about" to keep the party troops in line for whatever well-meaning fool emerges as his next leader.
But in this less interesting real world, I don't have a clue. Actually, I'm not sure Boris will leave soon, since no one seems eager to replace him.
To give FU his due, here's the whole quote. The trilogy starts with the moment Thatcher has stepped down and thoughts turn to who will replace her:
Urquhart: Who could replace her? Plenty of contenders. Old warriors, young pretenders. Lord Billsborough, say — party chairman, too old and too familiar, tainted by a thousand shabby deals. Michael Samuels — too young and too clever. Patrick Woolton — bit of a lout, bit of a bully-boy. Yes, it could well be Woolton. Henry Collingridge — the people's favourite, a well-meaning fool, no background and no bottom. What, me? Oh, no no no. I'm the Chief Whip, merely a functionary. I keep the troops in line. One more, this one comes after FU has forced the new Prime Minister out with some scheming:

He didn't have the brain or the heart or the stomach to rule a country like Great Britain. A nice enough man, but there was no bottom to him. His deepest need was that people should like him. An admirable trait, that, in a spaniel or a whore — not, I think, in a Prime Minister, hmm? And we've done him a favour, too, if he did but know it. He was in a trap and screaming from the moment he took office. We simply put the poor bastard out of his agony. After life's fitful fever, he sleeps well. So let's not indulge ourselves in any squeamishness — alright? Because this... is just the start.

The Sennacherib is mightly confused by this subject, though he has burned alive several Chaldeans ( which though quite soothing, does nothing for enlightenment) he feels quite at sea!
Well, BoJo is still in office, having announced his "pending resignation" as Prime Minister. I'll bet it takes a while to find a replacement for him. Who wants that job?

Though The Sennacherib is quite adamant on this subject, for the Chaldean screams do put a spring in his step and a song in his heart, he will take your request under serious advisement .
