Dummy company set up in tax haven Bermuda, Bahamas, Cayman bills the US company $200 million in "management fees" turning the profit into a loss. The tax haven country has no reporting requirement for operations not done within the country so it looks legit even though there is no work product. Not only taxes evaded, tax credits on the "losses" and the money gets laundered. These dummy companies are owned, and the accounts set up, by way of Israel which means nobody dares investigate or take action. The Russians are amateurs by comparison.
